Watine was born in Morocco and moved to France when he was eighteen. He is a French national.
Watine turned professional in 1975 and was the best player in his country in 1981, 1982 and 1988. He was the coach of the Moroccan team from 1993 - 1996 and then of the French team from 1997 - 2001.
He coached the women's team that reached the finals of the European Country Team Championship in 1991 and won the World Cup in 2000.
Since 2003, Watine has been on the Senior Tour, he is on the Senior Committee of the European PGA Tour .
Watine was almost 40 years old before winning an international tournament, but he was well known long before that, because he regularly represented his country abroad with team competitions.
